When we usually discuss politics, the spotlight is on the President and Prime Minister because they have the most important position in a nation. Yet, standing alongside these executive leaders is the backbone of a republic’s governance:The Legislative Branch.In both India and the United States, the Legislative Branch serves as the bedrock of democratic representation, wielding significant influence in shaping laws, policies, and the overall trajectory of their respective nations.This post will explore the differences in the procedures, structures, and ways of the Legislative Branches of the United States and India.
Structure and Composition
The United States’ Congress and India’s Parliament serve as the national legislative bodies for both countries each with two chambers. In India, the lower house is known as The Lok Sabha (House of the People) and the upper house is known as the Rajya Sabha (Council of States). In the USA, The House of Representatives serves as the lower, while The Senate serves as the upper house.
Overview of Lower Houses
The Lok Sabha with up to 550 members, represents the citizens of India and are directly elected every five years. Though part of the Legislative Branch, these elections also determine who will be the Prime Minister of India. The Lok Sabha is responsible for the introduction and passing of legislation, budget approval, and overseeing the Executive Branch. The main role of The Lok Sabha is to ensure citizens’ voices are heard in government processes, therefore being called the House of the People. Similarly,The House of Representatives in the USA are elected from congressional districts based on population. There are 435 members elected every two years, and just like the Lok Sabha, it serves as the people’s chamber. The House of Representatives is responsible for introducing, debating, and passing legislation that reflects their voters’ needs.
Overview of Upper Houses
The Rajya Sabha has 250 members representing the states and union territories of India, and they are elected by the State Legislative Assemblies, serving six-year terms. The Rajya Sabha is a revising chamber, which reviews all the bills and amendments that originate from the Lok Sabha. The main duty of the Rajya Sabha is making sure that the states and union territories of India have a voice in the central legislative process of India.Similarly, The Senate in the U.S. represents the states, with two senators from each state serving six-year terms. They also debate and provide a forum for national interests and protection of minority rights. George Washington, the first President of the United States, once famously described the Senate as a “saucer” which cools down the “hot” legislation from the House.
Summary of Legislative Powers and Functions
The U.S. Congress and Indian Parliament have detailed structures and powers which determine the growth of both nations. A key difference is that in India, The Lok Sabha has more power in introducing and passing legislation, while the Rajya Sabha mainly offers inputs and amendments. Eventually, both chambers have to pass bills in order for them to become laws, which symbolizes the dialogue and coordination between them.On the contrary, in the U.S, it doesn’t matter who introduces the bill first, but both The House and The Senate have to pass identical versions of bills in order for them to become laws. The Legislative Branches of India and the United States serve as centers for debate, negotiation, and compromise, reflecting diverse interests and perspectives within their societies.
